Attachment of North Carolina State Refund or North Carolina Education Lottery WinningsIf you have received a Notice of Individual Income Tax Adjustment notice of a debt owed to Forsyth County from the North Carolina Department of Revenue or the North Carolina Education Lottery this means that you have an outstanding debt in excess of $50.00 due to a Forsyth County department. Debt Setoff allows cities and counties to submit outstanding delinquent taxes or any other debt owed the county or city to the NC Department of Revenue. The NC Department of Revenue will then match these debts to the individual state income tax refunds or lottery winnings. Once a match is made the amount of the debt will be deducted from the state income tax refund or lottery winning and sent to the appropriate department in the county or city that submitted the debt. The State keeps a collection assistance fee of $5.00 per taxpayer and an additional $15.00 fee per account for the clearinghouse. These fees are paid first out of any funds attached. Occasionally Forsyth County will receive payments from the state after the taxpayer has voluntarily paid everything due under the attachment. Upon receiving these funds, and posting to the department, a refund is issued to the taxpayer from Forsyth County. The refund is typically mailed to the taxpayer within 20 business days. Please contact the Interactive Voice Response phone number at 1-877-843-0330 and listen to its entirety to see if you have been submitted to the State of North Carolina by multiple counties or cities for additional debt owed. For further information about your funds that have been sent to our County, contact Angela Munsie by phone, 336-703-2738, or send an email to NCDebt@forsyth.cc. Forsyth County business hours are Monday through Friday from 8am to 5pm. Please allow us 48 business hours to respond to your inquiry. For more information, see the statutes related to debt setoff: |
